Iranian President Ahmadinejad is no idiot,but the theory he advanced at the UN?

regarding the prospect of some sort of internal conspiracy at the highest level of the US government to crash planes into the New York towers and into the Pentagon seems ridiculously implausible . .so many 'moving parts' to go wrong for a start . .but could he have a point or is he 'mad' . .
